Published Admission Number Consultation
The governors of Shelton Infant School are proposing a change to the school’s Published Admission Number (PAN) and to invite your views as part of a formal consultation process.
Currently, our PAN is set at 70, which means we can admit up to 70 pupils into Reception each academic year. After careful consideration of projected pupil numbers, local demographic trends, and our commitment to maintaining high-quality education and manageable class sizes, and in collaboration with Shelton Junior School, the Governing Body is proposing to reduce the PAN to 60 for the academic year 2027–28 onwards.
This proposed change would mean that from September 2027, the school would admit up to 60 pupils into Reception. (Shelton Junior School are also proposing a change to admit up to 60 children in Year 3 rather than their current PAN of 75.)
The rationale behind this proposal includes:
- Responding to local demand and pupil forecasts which indicate a lower number of children requiring places in future years.
- Maintaining financial sustainability and efficient use of resources.
- Aligning the admission number of the Infant and Junior schools so that they are the same.
- Ensuring optimal class sizes that support effective teaching and learning.

The consultation period will run from Monday 20 October to Friday 28 November 2025, and all feedback will be considered before a final decision is made.
